1.1A bill for an act
1.2relating to education; defining cohort for reporting student performance data;
1.3amending Minnesota Statutes 2012, section 120B.31, subdivision 4.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2012, section 120B.31, subdivision 4, is amended to read:
1.6    Subd. 4. Student performance data. In developing policies and assessment
1.7processes to hold schools and districts accountable for high levels of academic standards
1.8under section 120B.021, the commissioner shall aggregate student data over time to
1.9report student performance and growth levels measured at the school, school district, and
1.10statewide level. When collecting and reporting the performance data, the commissioner
1.11shall organize and report the data so that state and local policy makers can understand
1.12the educational implications of changes in districts' demographic profiles over time. Any
1.13report the commissioner disseminates containing summary data on student performance
1.14must integrate student performance and the demographic factors that strongly correlate
1.15with that performance. District and school reports of student performance and growth data
1.16must contain summary data only on those students who were enrolled in the district or
1.17school for at least 90 school days immediately preceding the day when the assessment
1.18used to generate the data was administered.
1.19EFFECTIVE DATE.This section is effective for the 2015-2016 school year and
1.20later.
