1.2relating to capital improvements; authorizing the sale and issuance of state
1.3bonds; appropriating money to expand the Mankato Civic Center auditorium and
1.4remodel and expand the Mankato Civic Center and All Seasons arenas.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. MANKATO CIVIC CENTER AND ALL SEASONS ARENAS.
1.7 Subdivision 1. Appropriation. $15,000,000 is appropriated from the bond proceeds
1.8fund to the commissioner of employment and economic development for a grant to the
1.9city of Mankato to design, construct, furnish, and equip the expansion of the Civic Center
1.10auditorium, including a performing arts theater, and the remodelling and expansion of
1.11the Civic Center and All Seasons arenas, which must include the Southern Minnesota
1.12Women's Hockey Exposition Center, for joint use by the city and Minnesota State
1.13University, Mankato.
1.14 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $15,000,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
