1.1A bill for an act
1.2relating to employment; establishing the emerging workforce grant program;
1.3appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. EMERGING WORKFORCE GRANT PROGRAM;
1.6APPROPRIATION.
1.7$5,000,000 in fiscal year 2015 is appropriated from the general fund to the
1.8commissioner of employment and economic development to develop, implement,
1.9and administer an emerging workforce grant program for grants to community-based
1.10organizations originating within underserved immigrant communities, communities
1.11of color, and American Indian communities in the state having unemployment rates
1.12exceeding state averages or graduation rates below state averages. The purpose of the grant
1.13program is to provide workforce development training, bridging, and other supports for
1.14adults within these underserved communities. The commissioner must make grant awards
1.15through an open and public process and must include collaboration with individuals
1.16representing diverse communities in Minnesota. This appropriation is available until spent.
