1.1A bill for an act
1.2relating to transportation; state-aid road system; amending the apportionment sum
1.3to counties;amending Minnesota Statutes 2010, section 162.07, subdivision 1b.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2010, section 162.07, subdivision 1b, is amended to read:
1.6    Subd. 1b. Apportionment sum. (a) The commissioner shall apportion the
1.7apportionment sum, as calculated in subdivision 1a, to the several counties as provided
1.8in paragraphs (b) to (e).
1.9    (b) An amount equal to ten percent of the apportionment sum shall be apportioned
1.10equally among the 87 counties.
1.11    (c) An amount equal to ten percent of the apportionment sum shall be apportioned
1.12among the several counties so that each county shall receive of such amount the
1.13percentage that its motor vehicle registration for the calendar year preceding the one last
1.14past, determined by residence of registrants, bears to the total statewide motor vehicle
1.15registration.
1.16    (d) An amount equal to 30 15 percent of the apportionment sum shall be apportioned
1.17among the several counties so that each county shall receive of such amount the percentage
1.18that its total lane-miles of approved county state-aid highways bears to the total lane-miles
1.19of approved statewide county state-aid highways. In 1997 2012 and subsequent years
1.20no county may receive, as a result of an apportionment under this clause paragraph
1.21based on lane-miles rather than miles of approved county state-aid highways, an a total
1.22apportionment under this paragraph plus the apportionment under paragraph (e) that is
1.23less than its apportionment in 1996 2011.
2.1    (e) An amount equal to 15 percent of the apportionment sum shall be apportioned
2.2among the several counties so that each county shall receive of such amount the
2.3percentage that its total lane-usage of approved county state-aid highways bears to the
2.4total lane-usage of approved statewide county state-aid highways. In 2012 and subsequent
2.5years no county may receive, as a result of an apportionment under this paragraph
2.6based on lane-usage rather than usage of approved county state-aid highways, a total
2.7apportionment under this paragraph plus the apportionment under paragraph (d) that is
2.8less than its apportionment in 2011.
2.9    (e) (f) An amount equal to 50 percent of the apportionment sum shall be apportioned
2.10among the several counties so that each county shall receive of such amount the percentage
2.11that its money needs bears to the sum of the money needs of all of the individual counties;
2.12provided, that the percentage of such amount that each county is to receive shall be
2.13adjusted so that each county shall receive in 1958 a total apportionment at least ten
2.14percent greater than its total 1956 apportionments from the state road and bridge fund;
2.15and provided further that those counties whose money needs are thus adjusted shall
2.16never receive a percentage of the apportionment sum less than the percentage that such
2.17county received in 1958.
