1.1A bill for an act
1.2relating to capital investment; appropriating money for electric fish barriers;
1.3authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. ELECTRIC INVASIVE FISH BARRIERS.
1.6    Subdivision 1. Appropriation. $7,500,000 is appropriated from the bond proceeds
1.7fund to the commissioner of natural resources to install electric fish barriers, using the most
1.8modern technology available for fish dispersal systems, to address the imminent threat
1.9posed to Minnesota's lakes and rivers by Asian carp. The commissioner may transfer
1.10unexpended money between the projects in clauses (1), (2), and (3). Of this amount:
1.11(1) $...... is for an electric fish barrier at United States Army Corps of Engineers, St.
1.12Paul District, Lock and Dam 1;
1.13(2) $...... is for an electric fish barrier at United States Army Corps of Engineers,
1.14St. Paul District, Lock and Dam 2; and
1.15(3) $....... is for an electric fish barrier at United States Army Corps of Engineers,
1.16St. Paul District, Upper St. Anthony Falls Lack and Dam.
1.17    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.18bond proceeds fund, the commissioner of management and budget shall sell and issue
1.19bonds of the state in an amount up to $7,500,000 in the manner, upon the terms, and with
1.20the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.21Minnesota Constitution, article XI, sections 4 to 7.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
