1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [349A.17] OPERATION OF SLOT MACHINES AT AIRPORT.
1.7(a) The director of the State Lottery shall lease a facility within any terminal of the
1.8Minneapolis-St. Paul International Airport for the purpose of operating slot machines.
1.9The Metropolitan Airports Commission shall not unreasonably refuse to lease space in
1.10the main terminal for this purpose. The director shall provide for the types of machines
1.11to be operated. The director may contract with private vendors for goods and services,
1.12consistent with the constitutional requirement that the facility be state operated. The
1.13director may appoint personnel to operate the facility.
1.14(b) A person who uses the machines must agree to be bound by the director's
1.15procedures. The player acknowledges that the determination of winnings is subject to the
1.16rules of the director, procedures established for that game, and any confidential or public
1.17validation procedures established by the director for that game. No person under the age
1.18of 18 years may play or win a prize from any game at the facility.
1.19(c) No person may be admitted to the facility who does not possess a valid ticket
1.20issued in the person's name by an airline making regularly scheduled flights in and out
1.21of the airport, for a flight with a departure time not more than 12 hours after admission
1.22to the facility, or for a flight that has arrived not more than 12 hours before admission
1.23to the facility.
2.1(d) The portion of the net proceeds from operation of the facility that is deposited in
2.2the environment and natural resources trust fund must be appropriated for support of parks
2.3and trails of statewide or regional significance.
