1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. SCHOOL FACILITIES IMPROVEMENT REVENUE.
1.8 Subdivision 1. Revenue proposal. The governor shall include as part of the budget
1.9submission under Minnesota Statutes, section 16A.11, for fiscal years 2016 and 2017, a
1.10recommendation to implement the proposals of the school facilities financing working
1.11group. The entitlement for the aid portion of this recommendation must equal $25,000,000
1.12for fiscal year 2016 and $25,000,000 for fiscal year 2017.
1.13 Subd. 2. Fiscal year 2015 aid. For fiscal year 2015 only, the school facilities
1.14improvement aid for a district that does not qualify for alternative facilities bonding
1.15under Minnesota Statutes, section 123B.59, is equal to $....... times the adjusted pupil
1.16units for the school year. Aid received under this subdivision must be used for deferred
1.17maintenance, to make accessibility improvements, or to make fire, safety, or health repairs.
1.18The aid under this subdivision shall be paid at the current year aid payment percentage
1.19under Minnesota Statutes, section 127A.45, subdivision 2, and under the payment
1.20schedule in Minnesota Statutes, section 127A.45, subdivision 3. For aid under this
1.21subdivision, the final adjustment payment in fiscal year 2016 must include the amounts
1.22necessary to pay the full aid entitlement for the prior year based on actual data.
1.23EFFECTIVE DATE.Subdivision 1 is effective July 1, 2014. Subdivision 2 is
1.24effective for revenue for fiscal years 2015 and 2016.
2.1 Sec. 2. APPROPRIATIONS.
2.2 Subdivision 1. Department. The sums indicated in this section are appropriated
2.3from the general fund to the Department of Education for the fiscal years designated.
2.4 Subd. 2. School facilities improvement aid. For school facilities improvement aid
2.5under section 1, subdivision 2:
2.7The 2015 appropriation includes $0 for 2014 and $....... for 2015.
