1.1A bill for an act
1.2relating to capital investment; appropriating money for early childhood education
1.3facilities in Minneapolis; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. YWCA OF MINNEAPOLIS EARLY CHILDHOOD FACILITIES.
1.6    Subdivision 1. Appropriation. $5,000,000 is appropriated from the bond proceeds
1.7fund to the commissioner of administration for a grant to Hennepin County to predesign,
1.8design, construct, furnish, and equip the expansion and renovation of the YWCA of
1.9Minneapolis early childhood education facilities, subject to Minnesota Statutes, section
1.1016A.695. The facility must be used to promote the public welfare by ensuring access to
1.11high-quality early childhood education for economically challenged populations. The
1.12appropriation is not available until the commissioner has determined that at least an equal
1.13amount has been expended or dedicated from nonstate sources.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $5,000,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
