1.2relating to capital investments; appropriating money for the Koochiching
1.3renewable energy clean air project; authorizing the sale and issuance of state
1.4bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. KOOCHICHING RENEWABLE ENERGY CLEAN AIR PROJECT.
1.7 Subdivision 1. Appropriation. (a) $12,000,000 is appropriated from the bond
1.8proceeds fund to the Pollution Control Agency for a grant to Koochiching County or
1.9the Koochiching Development Agency to acquire land, design, construct, and equip a
1.10plasma torch gasification facility that converts municipal solid waste into energy and slag,
1.11reducing the need to dispose of the waste in a landfill. This appropriation may be used for
1.12any or all or any combination of the following:
1.13(1) to upgrade an existing waste transfer station in Koochiching County to serve the
1.14facility by performing site work, construction, or placement of equipment; or
1.15(2) to acquire and prepare a site for or to construct and equip a portion of the plasma
1.16torch gasification facility.
1.17(b) This appropriation, or a portion of it, is available if matched, dollar-for-dollar,
1.18with money from nonstate sources.
1.19 Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.20bond proceeds fund, the commissioner of management and budget shall sell and issue
1.21bonds of the state in an amount up to $12,000,000 in the manner, upon the terms, and with
1.22the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.23Minnesota Constitution, article XI, sections 4 to 7.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
