1.1A bill for an act
1.2relating to sports facilities; prohibiting the offering of additional public money
1.3for hosting the Super Bowl;amending Minnesota Statutes 2012, section 473J.27,
1.4by adding a subdivision; repealing Minnesota Statutes 2012, section 297A.68,
1.5subdivision 9.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2012, section 473J.27, is amended by adding a
1.8subdivision to read:
1.9    Subd. 3. Prohibition on offering certain incentives. (a) The legislature finds that
1.10the provision of substantial state-funded, public financing for the professional football
1.11stadium constitutes the maximum amount of state assistance that it is appropriate for state
1.12taxpayers to provide to host a Super Bowl.
1.13(b) The authority, the governor, and any other state executive branch officials must
1.14not offer or propose to the National Football League, its affiliates, or representatives
1.15or agree to seek additional state-funded, public subsidies as a host for the Super Bowl.
1.16This prohibition includes, but is not limited to, tax incentives, grants, and payment of
1.17costs usually paid by private individuals or entities for their events, regardless of whether
1.18provision of the subsidies would require enactment of legislation.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.

1.20    Sec. 2. REPEALER.
1.21Minnesota Statutes 2012, section 297A.68, subdivision 9, is repealed.
