1.2relating to taxation; the city of Rochester; modifying the allowed uses of its
1.3local sales tax revenues;amending Laws 1998, chapter 389, article 8, section
1.443, subdivision 3, as amended.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Laws 1998, chapter 389, article 8, section 43, subdivision 3, as amended by
1.7Laws 2005, First Special Session chapter 3, article 5, section 28, is amended to read:
1.8 Subd. 3. Use of revenues. Revenues received from the taxes authorized by
1.9subdivisions 1 and 2 must be used by the city to pay for the cost of collecting and
1.10administering the taxes and to pay for the following projects:
1.11 (1) transportation infrastructure improvements including regional highway and
1.12airport improvements, but excluding any transportation improvements related to a railroad
1.13bypass that would affect rail traffic in the city of Rochester;
1.14 (2) improvements to the civic center complex;
1.15 (3) a municipal water, sewer, and storm sewer project necessary to improve regional
1.16ground water quality; and
1.17 (4) construction of a regional recreation and sports center and other higher education
1.18facilities available for both community and student use.
1.19The total amount of capital expenditures or bonds for these projects that may be paid from
1.20the revenues raised from the taxes authorized in this section may not exceed $111,500,000.
1.21The total amount of capital expenditures or bonds for the project in clause (4) that may be
1.22paid from the revenues raised from the taxes authorized in this section may not exceed
1.23$28,000,000.
1.24EFFECTIVE DATE.This section is effective the day following final enactment.
