1.1A bill for an act
1.2relating to human services; instructing the commissioner to develop a plan for a
1.3residential campus for individuals with autism.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. INSTRUCTIONS TO THE COMMISSIONERS.
1.6(a) The commissioner of human services, in consultation with the commissioners
1.7of education and employment and economic development, shall develop a plan to create
1.8a residential campus providing 24-hour supervision for individuals with a diagnosis of
1.9autistic disorder as defined by diagnostic code 299.0 in the Diagnostic and Statistical
1.10Manual of Mental Disorders (DSM-IV). This plan must identify how the costs and
1.11programming will be shared between the agencies so that the social, educational, sensory,
1.12and vocational needs of the individuals served by the program will be met.
1.13(b) The plan must be developed no later than August 31, 2012.

1.14    Sec. 2. INSTRUCTIONS TO THE COMMISSIONER; WAIVER REQUEST.
1.15(a) The commissioner of human services shall develop a proposal to the United
1.16States Department of Health and Human Services which shall include any necessary
1.17waivers, state plan amendments, and any other federal authority that may be necessary to
1.18create and fund the program in paragraph (b).
1.19(b) The commissioner shall request authority to create and fund a residential campus
1.20program to serve individuals to age 21 who are diagnosed with autistic disorder as defined
1.21by diagnostic code 299.0 in the Diagnostic and Statistical Manual of Mental Disorders
1.22(DSM-IV), and who are able to live in a supported housing environment that provides
1.2324-hour supervision. The program must:
2.1(1) provide continuous on-site supervision;
2.2(2) provide sensory or other therapeutic programming as appropriate for each
2.3resident; and
2.4(3) incorporate independent living skills, socialization skills, and vocational skills,
2.5as appropriate for each resident.
2.6(c) The commissioner shall submit the proposal no later than January 1, 2013.
