1.1A bill for an act
1.2relating to state government; providing that legislators do not receive
1.3compensation during a period of government shutdown;proposing coding for
1.4new law in Minnesota Statutes, chapter 15A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [15A.23] NO COMPENSATION DURING GOVERNMENT
1.7SHUTDOWN.
1.8(a) Notwithstanding any law to the contrary, a legislator must not receive salary,
1.9per diem, or an employer contribution for insurance premiums during a period of a state
1.10government shutdown. For purposes of this section, "state government shutdown" means
1.11a period after July 1 of an odd-numbered year in which certain government agencies and
1.12programs are not operating because one or more of the bills enacting appropriations in the
1.13following areas for the period beginning July 1 of that year have not been enacted: E-12
1.14education; agriculture; environment and natural resources; health and human services;
1.15state government; jobs and economic development; transportation; judiciary; public
1.16safety; and aids to local government.
1.17(b) For legislators to receive compensation, this section does not require bills to be
1.18organized in the manner specified in this section, provided that appropriations are enacted
1.19covering all of the topics listed in paragraph (a). For legislators to receive compensation,
1.20this section does not require funding for any particular agency or program, provided that a
1.21bill has been enacted covering the general subject areas specified in paragraph (a).
