1.1A bill for an act
1.2relating to human services; requiring review of stay of civil commitment
1.3as alternative to commitment to secure treatment facility for sex offenders;
1.4requiring report.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. STAY OF COMMITMENT; REVIEW.
1.7The commissioners of human services and public safety shall review the needs and
1.8barriers to the safe and effective use of a stay of commitment or similar arrangement as
1.9an alternative to commitment to a secure treatment facility in appropriate sex offender
1.10civil commitment cases. Before the 2013 legislative session, the commissioners shall
1.11provide the results of the review to the chairs of the house of representatives and senate
1.12committees having jurisdiction over public safety policy, human services policy, human
1.13services reform, and judiciary. The commissioners shall identify the parties responsible for
1.14the supervision, housing, and treatment of individuals placed on a stay of commitment or a
1.15similar arrangement. The commissioners shall indicate any statutory changes necessary to
1.16facilitate use of a stay of commitment or other arrangement while ensuring public safety.
