1.1A bill for an act
1.2proposing an amendment to the Minnesota Constitution, article IX, section 1;
1.3changing the method for amending the constitution.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.6An amendment to the Minnesota Constitution is proposed to the people. If the
1.7amendment is adopted, article IX, section 1, will read:
1.8Section 1. A majority Two-thirds of the members elected to each house of the legislature
1.9may propose amendments to this constitution. Proposed amendments shall be published
1.10with the laws passed at the same session and submitted to the people for their approval or
1.11rejection at a general election. If a majority of all the electors voting at the election vote to
1.12ratify an amendment, it becomes a part of this constitution. If two or more amendments
1.13are submitted at the same time, voters shall vote for or against each separately.

1.14    Sec. 2. SUBMISSION TO VOTERS.
1.15The proposed amendment must be submitted to the people at the 2014 general
1.16election. The question submitted must be:
1.17"Shall the Minnesota Constitution be amended to provide that a vote of two-thirds,
1.18rather than a majority, of the members of each house of the legislature is required to
1.19propose an amendment to the Constitution?
