1.1A bill for an act
1.2relating to capital improvements; appropriating money for a cooperative facilities
1.3grant to Independent School District No. 2134, United South Central; authorizing
1.4the sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. UNITED SOUTH CENTRAL.
1.7    Subdivision 1. Approval timelines. Independent School District No. 2134,
1.8United South Central, may submit an application for a cooperative facilities grant to the
1.9commissioner of education at any time. Notwithstanding the application and review
1.10timelines in Minnesota Statutes, section 123A.443, the commissioner must either approve
1.11or reject the application within 60 days of its receipt.
1.12    Subd. 2. Referendum. Notwithstanding the 180-day limit in Minnesota Statutes,
1.13section 123A.443, subdivision 7, Independent School District No. 2134, United South
1.14Central, must conduct an election authorizing the sale of bonds within 360 days of the
1.15date of the grant approval.

1.16    Sec. 2. APPROPRIATION.
1.17$20,000,000 is appropriated from the bond proceeds fund to the commissioner of
1.18education for a cooperative facilities grant to Independent School District No. 2134,
1.19United South Central, if the application in section 1 is approved.

1.20    Sec. 3. BOND SALE.
1.21To provide the money appropriated in section 2 from the bond proceeds fund, the
1.22commissioner of management and budget shall sell and issue bonds of the state in an
2.1amount up to $20,000,000 in the manner, upon the terms, and with the effect prescribed by
2.2Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
2.3article XI, sections 4 to 7.

2.4    Sec. 4. EFFECTIVE DATE.
2.5Sections 1 to 3 are effective the day following final enactment.
