1.1A bill for an act
1.2relating to education; establishing a minimum school counselor to student ratio;
1.3requiring a report;proposing coding for new law in Minnesota Statutes, chapter
1.4121A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [121A.24] SCHOOL COUNSELORS.
1.7(a) By the completion of the 2015-2016 school year, a school district shall provide
1.8school counseling services at a rate not to exceed 325 students per licensed school
1.9counselor for grades 9 through 12 and 475 students per licensed school counselor for
1.10kindergarten through grade 8.
1.11(b) By February 1, 2016, and every five years thereafter, the department of education
1.12shall report the current average student to school counselor ratio for kindergarten through
1.13grade 8 and grades 9 through 12 in Iowa, North Dakota, South Dakota, and Wisconsin.
1.14Beginning the 2016-2017 school year, school district provision of counseling services to
1.15students by licensed school counselors shall not exceed the reported state averages.
