1.1A bill for an act
1.2relating to capital investment; appropriating money for Winona State University
1.3to create an education village; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. WINONA STATE UNIVERSITY; EDUCATION VILLAGE.
1.6    Subdivision 1. Appropriation. $22,200,000 is appropriated from the bond proceeds
1.7fund to the Board of Trustees of the Minnesota State Colleges and Universities to design,
1.8renovate, furnish, and equip Wabasha Hall and Wabasha Recreation Center on the campus
1.9of Winona State University, and Cathedral Elementary School in Winona, to create an
1.10education village of classrooms, laboratories, offices, and meeting and support spaces
1.11enabling the college of education to integrate with southeastern Minnesota communities
1.12and school districts to jointly provide an extraordinary experience for the preparation of
1.13teachers and school professionals.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $22,200,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
