1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. STUDY OF FOR-PROFIT HEALTH MAINTENANCE
1.6ORGANIZATIONS.
1.7The commissioner of health shall contract with an entity with expertise in health
1.8economics and health care delivery and quality to study the efficiency, costs, service
1.9quality, and enrollee satisfaction of for-profit health maintenance organizations, relative to
1.10not-for-profit health maintenance organizations operating in Minnesota and other states.
1.11The study findings must address whether the state of Minnesota could (1) reduce medical
1.12assistance and MinnesotaCare costs and costs of providing coverage to state employees;
1.13and (2) maintain or improve the quality of care provided to state health care program
1.14enrollees and state employees if for-profit health maintenance organizations were allowed
1.15to operate in the state. The commissioner shall require the entity under contract to report
1.16study findings to the commissioner and the legislature by January 15, 2014.
