1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.8 Section 1. Laws 2006, chapter 258, section 17, subdivision 8, as amended by Laws
1.92008, chapter 179, section 64, and Laws 2011, First Special Session chapter 12, section
1.1030, is amended to read:
1.13For the cost of improvements and betterments
1.14of a capital nature and acquisition by the
1.15council and local government units of
1.16regional recreational open-space lands in
1.17accordance with the council's policy plan
1.18as provided in Minnesota Statutes, section
1.19473.147
. Priority must be given to park
1.20rehabilitation and land acquisition projects.
1.21$300,000 is for a grant to the city of
1.22Bloomington for environmental analysis
1.23and review, design, andconstruction of a
1.24multimodal trail connection across or through
1.25Long Meadow Lake in the vicinity of the old
2.1Cedar Avenue bridge and for development
2.2of a segment of the Minnesota Valley State
2.3Trail from Fort Snelling State Park to the
2.4Long Meadow Lake crossing to serve as
2.5a hiking and bicycling trail connection to
2.6renovate and restore, or to replace, the Old
2.7Cedar Avenue Bridge for bicycle commuters
2.8and recreational users. Notwithstanding
2.9Minnesota Statutes, section 16A.642, the
2.10bond sale authorization and appropriation of
2.11bond proceeds for this project are available
2.12until December 31, 2017.
2.13$6,000,000 is for a grant to the county of
2.14Dakota to acquire land for a regional park
2.15and wildlife area adjacent to the Vermillion
2.16Highlands Research, Recreation, and Wildlife
2.17Management Area in Dakota County.
2.18$1,800,000 is for a grant to the city of
2.19Minneapolis to complete land acquisition for
2.20and construction of the Cedar Lake Trail.
2.21$3,500,000 is for a grant to the Minneapolis
2.22Park and Recreation Board to design,
2.23construct, furnish, and equip a new cultural
2.24and community center in the East Phillips
2.25neighborhood in Minneapolis.
2.26$250,000 is for a grant to the Minneapolis
2.27Park and Recreation Board to predesign
2.28completion of the Grand Rounds National
2.29Scenic Byway by providing a link between
2.30northeast Minneapolis on Stinson Avenue and
2.31Southeast Minneapolis at East River Road.
2.32$2,500,000 is for a grant to the Minneapolis
2.33Park and Recreation Board to mitigate
2.34flooding at Lake of the Isles in the city
2.35of Minneapolis. The grant must be used
3.1for shoreline stabilization and restoration,
3.2dredging, wetland replacement, and other
3.3infrastructure improvements necessary to
3.4deal with the 1997 flood damage and to
3.5prevent future flooding.
3.6$321,000 is for a grant to Ramsey County
3.7to construct a bicycle and pedestrian trail on
3.8the north side of Lower Afton Road between
3.9Century Avenue and McKnight Road in the
3.10city of Maplewood. This appropriation is
3.11not available until the commissioner has
3.12determined that at least an equal amount has
3.13been committed from nonstate sources.
3.14$9,000,000 is for a grant to the city of St.
3.15Paul to predesign, design, construct, furnish,
3.16equip, and redevelop infrastructure at the
3.17Como Zoo.
3.18$2,500,000 is for a grant to the city of St.
3.19Paul to acquire land for and to predesign,
3.20design, construct, furnish, and equip river
3.21park development and redevelopment
3.22infrastructure in National Great River Park
3.23along the Mississippi River in St. Paul.
3.24$2,000,000 is for a grant to the city of
3.25South St. Paul for the closure, capping, and
3.26remediation of approximately 80 acres of
3.27the Port Crosby construction and demolition
3.28debris landfill in South St. Paul, as the fifth
3.29phase of converting the land into parkland,
3.30and to restore approximately 80 acres of
3.31riverfront land along the Mississippi River.
3.32$191,000 is for a grant to the city of White
3.33Bear Lake to construct the Lake Avenue
3.34Regional Trail connecting Highway 96
3.35Regional Trail with Ramsey Beach.
4.1EFFECTIVE DATE.This section is effective the day following final enactment.
4.2 Sec. 2. Laws 2008, chapter 365, section 4, subdivision 3, as amended by Laws 2010,

4.4is amended to read:

5.30This appropriation is added to the
5.31appropriation in Laws 2008, chapter 365,
5.32section 4, subdivision 3, as amended by this
5.33act.
6.1For a grant to the city of Inver Grove Heights
6.2for park and trail development on the west
6.3bank of the Mississippi River in Dakota
6.4County at the site of Mississippi River Bridge
6.5JAR 5600, commonly known as the Rock
6.6Island Bridge. Any park or trails developed
6.7with this appropriation must connect with
6.8any local, regional, or state trails in the
6.9vicinity, and the historic Rock Island Bridge.
6.11For a grant to the Minneapolis Park and
6.12Recreation Board to: (1) design and construct
6.13an appropriate monument in Sheridan
6.14Veterans Memorial Park on the Mississippi
6.15River in Minneapolis to memorialize the war
6.16service of Minnesota veterans of all wars;
6.17and (2) match money provided by Hennepin
6.18County to restore the flagpole monument
6.19and plaza, and make other infrastructure
6.20improvements of a capital nature for the
6.21Veterans of World War I Victory Memorial
6.22Parkway, consistent with Hennepin County's
6.23planned infrastructure improvements.
6.24EFFECTIVE DATE.This section is effective the day following final enactment.
6.25 Sec. 4. OLD CEDAR AVENUE BRIDGE.
6.26 Subdivision 1. Appropriation. $7,000,000 is appropriated from the bond proceeds
6.27fund to the Metropolitan Council for a grant to the city of Bloomington for environmental
6.28analysis and review, and to design, renovate, and restore, or to replace, the Old Cedar
6.29Avenue Bridge for bicycle commuters and recreational users. This appropriation is added
6.30to the appropriation for the same project made in Laws 2006, chapter 258, section 17,
6.31subdivision 8, as amended by Laws 2008, chapter 179, section 64, Laws 2011, First
6.32Special Session chapter 12, section 30, and section 1; Laws 2008, chapter 365, section
6.334, subdivision 3, as amended by Laws 2010, chapter 189, section 58, Laws 2011, First
6.34Special Session chapter 12, section 36, and section 2; and Laws 2010, chapter 189, section
7.116, subdivision 4, as amended by Laws 2011, First Special Session chapter 12, section
7.245, and section 3.
7.3 Subd. 2. Bond sale. To provide the money appropriated in this section from the
7.4bond proceeds fund, the commissioner of management and budget shall sell and issue
7.5bonds of the state in an amount up to $7,000,000 in the manner, upon the terms, and with
7.6the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
7.7Minnesota Constitution, article XI, sections 4 to 7.
7.8EFFECTIVE DATE.This section is effective the day following final enactment.
