1.1A bill for an act
1.2relating to civil rights; requiring notices of civil rights status;proposing coding
1.3for new law in Minnesota Statutes, chapter 243.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. [243.205] NOTICE OF CIVIL RIGHTS STATUS.
1.6    Subdivision. 1. Initial in-person notice. No later than July 1 or within 30 days,
1.7whichever is later, after an individual is released from the custody of a state or local
1.8correctional facility or sentenced to serve a period of probation following a conviction for
1.9a felony offense, the chief executive officer of the facility, or an assigned probation officer,
1.10shall meet personally with the individual to inform the individual of the individual's civil
1.11rights status, including the right to vote. The corrections official or probation officer shall
1.12provide a copy of the notice required in subdivision 2. At the time the notice is provided,
1.13the recipient shall provide written acknowledgment of its receipt.
1.14    Subd. 2. Annual written notice. (a) The chief executive officer of each state or
1.15local correctional facility shall provide documented notice of voting rights status to each
1.16individual serving a felony sentence who is under supervision or was under supervision at
1.17any time during the prior year. The notice must be provided no later than July 1 of each
1.18year. The notice required by this section must be provided to the following:
1.19(1) individuals who are scheduled to remain on probation through the first Tuesday
1.20after the first Monday in November of that year;
1.21(2) individuals who are scheduled to complete probation and be restored to civil
1.22rights after the notice is sent, but before the first Tuesday after the first Monday in
1.23November of that year; and
2.1(3) individuals who have completed probation and have had their civil rights
2.2restored in the last year.
2.3(b) A notice provided under this subdivision must include an e-mail address and
2.4telephone number for the appropriate county corrections official or probation officer and
2.5the appropriate county auditor.
