1.1A bill for an act
1.2relating to motor vehicles; establishing Start Seeing Motorcycles special license
1.3plates; appropriating money;proposing coding for new law in Minnesota
1.4Statutes, chapter 168.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [168.1294] "START SEEING MOTORCYCLES" PLATES.
1.7    Subdivision 1. Issuance of plates. The commissioner shall issue special "Start
1.8Seeing Motorcycles" plates or a single motorcycle plate to an applicant who:
1.9(1) is a registered owner of a passenger automobile, one-ton pickup truck,
1.10motorcycle, or recreational motor vehicle;
1.11(2) pays a fee of $10 for each set of plates;
1.12(3) pays the registration tax as required under section 168.013, along with any
1.13other fees required by this chapter;
1.14(4) contributes a minimum of $10 annually to the motorcycle safety fund, created
1.15under section 171.06, subdivision 2a, paragraph (a), clause (1); and
1.16(5) complies with this chapter and rules governing registration of motor vehicles
1.17and licensing of drivers.
1.18    Subd. 2. Design. After consultation with representatives of American Bikers for
1.19Awareness, Training, and Education of Minnesota, the commissioner shall design the
1.20special plate to contain the inscription "Start Seeing Motorcycles."
1.21    Subd. 3. Plates transfer. On payment of a transfer fee of $5, special plates issued
1.22under this section may be transferred to another motor vehicle that is registered to the
1.23owner of the plates and described in subdivision 1, clause (1).
2.1    Subd. 4. Exemption. Special plates issued under this section are not subject to
2.2section 168.1293, subdivision 2.
2.3    Subd. 5. Fees. Fees collected under subdivision 1, clause (2), and subdivision 3 are
2.4credited to the vehicle services operating account in the special revenue fund.
2.5EFFECTIVE DATE.This section is effective January 1, 2012, for special "Start
2.6Seeing Motorcycles" plates issued on or after that date.
