1.1A bill for an act
1.2relating to disaster assistance; providing assistance to the storm- and
1.3tornado-damaged areas of Minneapolis within FEMA-1990-DR; authorizing
1.4spending to acquire and better public land and buildings and other improvements
1.5of a capital nature with certain conditions; authorizing the sale of state bonds;
1.6appropriating money for tornado relief.
1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. DISASTER RELIEF APPROPRIATION SUMMARY.

Sec. 2. DISASTER RELIEF APPROPRIATIONS.
1.18    Subdivision 1. Appropriations. The sums shown in the column under
1.19"Appropriations" are appropriated from the bond proceeds fund to be spent to acquire and
1.20to better publicly owned land and buildings and other public improvements of a capital
1.21nature, and from other named funds, for relief as specified in this act from the storms and
1.22tornado that occurred on or after May 21, 2011, in the area in Minnesota designated under
1.23Presidential Declaration of a Major Disaster FEMA-1990-DR, whether included in the
1.24original declarations or added later by federal government action, referred to in this act as
1.25"the area included in DR-1990." Unless otherwise specified, the appropriations included in
2.1this act are available through June 30, 2014, except that appropriations of bond proceeds
2.2for capital improvements are available until the project is completed or abandoned, subject
2.3to Minnesota Statutes, section 16A.642. The appropriations in this act are onetime.
2.4    Subd. 2. Transfers. Money appropriated under this article may be transferred as
2.5provided in Minnesota Statutes, section 12A.03, subdivision 5.

Subd. 2.Redevelopment Grant

2.17demolition, infrastructure improvements,
2.18and other redevelopment activities. For the
2.19purposes of this subdivision, Minnesota
2.20Statutes, section 116J.575, subdivisions 2
2.21and 3, are waived.

Subd. 3.Minnesota Investment Fund

3.31    Sec. 8. BOND SALE AUTHORIZATION.
4.1    To provide the money appropriated in this act from the bond proceeds fund, the
4.2commissioner of management and budget, at the request of the commissioner of public
4.3safety, shall sell and issue bonds of the state in an amount up to $2,300,000 in the manner,
4.4upon the terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to
4.516A.675, and by the Minnesota Constitution, article XI, sections 4 to 7.

4.6    Sec. 9. APPROPRIATIONS MADE ONLY ONCE.
4.7If the appropriations made in this bill are enacted more than once in the 2011 First
4.8Special Session, these appropriations must be given effect only once.

4.9    Sec. 10. EFFECTIVE DATE.
4.10This act is effective the day following final enactment.
