1.2relating to transportation; capital investment; appropriating money for certain
1.3projects on U.S. Highway 10; authorizing sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. BONDS; APPROPRIATIONS AND BOND SALE AUTHORIZATION.
1.6 Subdivision 1. Appropriations. (a) $17,000,000 is appropriated from the bond
1.7proceeds fund to the commissioner of transportation for a grant to Anoka County to
1.8complete the final design, land acquisition, and construction of the interchange of marked
1.9U.S. Highway 10 and Anoka County State-Aid Highway 83 (Armstrong Boulevard) in the
1.10city of Ramsey, and for associated improvements.
1.11(b) $....... is appropriated from the bond proceeds account in the trunk highway fund
1.12to the commissioner of transportation for the projects specified as follows:
1.13(1) $....... for construction of an interchange at marked U.S. Highway 10 and Anoka
1.14County State-Aid Highway 56 (Ramsey Boulevard) in the city of Ramsey;
1.15(2) $....... for construction of an interchange at marked U.S. Highway 10 and Anoka
1.16County State-Aid Highway 57 (Sunfish Lake Boulevard) in the city of Ramsey;
1.17(3) $....... for construction of marked U.S. Highway 10 as a freeway, as defined in
1.18Minnesota Statutes, section 160.02, subdivision 19, from the intersection with Anoka
1.19County State-Aid Highway 83 (Armstrong Boulevard) in the city of Ramsey to the
1.20interchange with Round Lake Boulevard in the city of Coon Rapids; and
1.21(4) $30,000,000 to add a third travel lane in each direction on marked U.S. Highway
1.2210 from the interchange with Round Lake Boulevard to the interchange with Hanson
1.23Boulevard in the city of Coon Rapids.
2.1(c) The commissioner may accept and expend funds from nonstate sources,
2.2including but not limited to local funds and federal aid, for purposes of the projects
2.3identified in this subdivision.
2.4 Subd. 2. Bond sale authorizations. (a) To provide the money appropriated in this
2.5section from the bond proceeds fund, the commissioner of management and budget shall
2.6sell and issue bonds of the state in an amount up to $17,000,000 in the manner, upon the
2.7terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675,
2.8and by the Minnesota Constitution, article XI, sections 4 to 7.
2.9(b) To provide the money appropriated in this section from the bond proceeds
2.10account in the trunk highway fund, the commissioner of management and budget shall sell
2.11and issue bonds of the state in an amount up to $....... in the manner, upon the terms, and
2.12with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52, and by the
2.13Minnesota Constitution, article XIV, section 11, at the times and in the amounts requested
2.14by the commissioner of transportation. The proceeds of the bonds, except accrued interest
2.15and any premium received on the sales of the bonds, must be credited to a bond proceeds
2.16account in the trunk highway fund.
2.17EFFECTIVE DATE.This section is effective the day following final enactment.
