1.1A bill for an act
1.2relating to capital investment; appropriating money for Pig's Eye Regional Park
1.3in St. Paul; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. PIG'S EYE REGIONAL PARK IMPROVEMENTS.
1.6    Subdivision 1. Appropriation. $500,000 is appropriated from the bond proceeds
1.7fund to the Metropolitan Council for a grant to the city of St. Paul to predesign, design,
1.8and engineer improvements to Pig's Eye Regional Park and Pig's Eye Lake to (1) improve
1.9water quality and habitat for fish, wildlife, and birds, and (2) enhance controlled public
1.10access to Pig's Eye Regional Park. Improvements may include creation of small islands
1.11in the lake to reduce wind fetch and re-suspension of sediment, and increasing public
1.12access opportunities, including new trails, boardwalks, wildlife observation platforms,
1.13and nonmotorized canoe and kayak access.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $500,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
