1.1A bill for an act
1.2relating to state government; establishing a state employee suggestion system for
1.3making state government less costly or more efficient;proposing coding for new
1.4law in Minnesota Statutes, chapter 16A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [16A.90] EMPLOYEE SUGGESTION SYSTEM.
1.7The commissioner shall establish a program to solicit suggestions from state
1.8employees for ways to reduce the costs of operating state government or for ways of
1.9providing better or more efficient state services. The commissioner may make a onetime
1.10award to an employee or group of employees whose suggestion is determined by the
1.11commissioner to have resulted in documented cost-savings to the state. The maximum
1.12award is the lesser of ten percent of the documented savings in the first fiscal year in
1.13which the employee's suggestion is implemented or $2,500. The award must be paid from
1.14the existing appropriation to which the savings accrued.
