1.1A bill for an act
1.2relating to natural resources; providing for disposition of trout and salmon
1.3management account; appropriating money;amending Minnesota Statutes 2010,
1.4section 97A.075, subdivision 3.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2010, section 97A.075, subdivision 3, is amended to
1.7read:
1.8    Subd. 3. Trout and salmon stamp. (a) Ninety percent of the revenue from trout
1.9and salmon stamps must be credited to the trout and salmon management account. Money
1.10in the account is appropriated to the commissioner and may be used only for:
1.11(1) the development, restoration, maintenance, improvement, protection, and
1.12preservation of habitat for trout and salmon in trout streams and lakes, including, but
1.13not limited to, evaluating habitat; stabilizing eroding stream banks; adding fish cover;
1.14modifying stream channels; managing vegetation to protect, shade, or reduce runoff on
1.15stream banks; and purchasing equipment to accomplish these tasks;
1.16(2) rearing trout and salmon, including utility and service costs associated with
1.17coldwater hatchery buildings and systems; stocking trout and salmon in streams and lakes
1.18and Lake Superior; and monitoring and evaluating stocked trout and salmon;
1.19(3) acquisition of easements and fee title along trout waters;
1.20(4) identifying easement and fee title areas along trout waters; and
1.21(5) research and special management projects on trout streams, trout lakes, and
1.22Lake Superior and portions of its tributaries.
1.23(b) Money in the account may not be used for costs unless they are directly related
1.24to a specific parcel of land or body of water under paragraph (a), to specific fish rearing
2.1activities under paragraph (a), clause (2), or for costs associated with supplies and
2.2equipment to implement trout and salmon management activities under paragraph (a).
2.3EFFECTIVE DATE.This section is effective July 1, 2011.
