1.2relating to education; establishing a Minnesota math corps program;
1.3appropriating money;amending Minnesota Statutes 2012, section 124D.42.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2012, section 124D.42, is amended to read:
1.6124D.42 READING AND MATH CORPS.
1.7 Subd. 6. Program training. The commission must, within available resources:
1.8(1) orient each grantee organization in the nature, philosophy, and purpose of the
1.9program;
1.10(2) build an ethic of community service through general community service training;
1.11and
1.12(3) provide guidance on integrating programmatic-based measurement into program
1.13models.
1.14 Subd. 8. Minnesota reading corps program. (a) A Minnesota reading corps
1.15program is established to provide ServeMinnesotaInnovation AmeriCorps members with
1.16a data-based problem-solving model of literacy instruction to use in helping to train local
1.17Head Start program providers, other prekindergarten program providers, and staff in
1.18schools with students in kindergarten through grade 3 to evaluate and teach early literacy
1.19skills, including comprehensive, scientifically based reading instruction under section
1.20122A.06, subdivision 4
, to children age 3 to grade 3.
1.21(b) Literacy programs under this subdivision must comply with the provisions
1.22governing literacy program goals and data use under section119A.50, subdivision 3 ,
1.23paragraph (b).
2.1(c) The commission must submit a biennial report to the committees of the
2.2legislature with jurisdiction over kindergarten through grade 12 education that records and
2.3evaluates program data to determine the efficacy of the programs under this subdivision.
2.4 Subd. 9. Minnesota math corps program. (a) A Minnesota math corps program is
2.5established to give ServeMinnesota AmeriCorps members a data-based problem-solving
2.6model of mathematics instruction useful for providing elementary and middle school
2.7students and their teachers with instructional support to meet state academic standards in
2.8mathematics.
2.9(b) The commission must submit a biennial report to the committees of the
2.10legislature with jurisdiction over kindergarten through grade 12 education that records and
2.11evaluates program data to determine the efficacy of the programs under this subdivision.
2.12EFFECTIVE DATE.This section is effective July 1, 2013.
2.13 Sec. 2. APPROPRIATION; MINNESOTA MATH CORPS PROGRAM.
2.14$1,000,000 in fiscal year 2014 and $1,000,000 in fiscal year 2015 is appropriated
2.15from the general fund to the commissioner of education for the Minnesota math corps
2.16program under Minnesota Statutes, section 124D.42, subdivision 9. Any unexpended
2.17balance in the first year does not cancel but is available in the second year.
2.18EFFECTIVE DATE.This section is effective July 1, 2013.
