SENATE JOINT RESOLUTION M

A joint resolution proposing an amendment to the state constitution of 1963, by amending section 21 of article V, to modify the nominating process for the lieutenant governor, secretary of state, and attorney general.
Resolved by the Senate and House of Representatives of the state of Michigan, That the following amendment to the state constitution of 1963, to modify the nominating process for the lieutenant governor, secretary of state, and attorney general, is proposed, agreed to, and submitted to the people of the state:
ARTICLE V
Sec. 21. (1) The governor, lieutenant governor, secretary of state, and attorney general shall be elected for four-year terms at the general election in each alternate even-numbered year.
(2) The Except as otherwise provided in subsections (3) and (4), the lieutenant governor, secretary of state, and attorney general shall be nominated by party conventions in a manner prescribed by law. In the general election one vote shall must be cast jointly for the candidates for governor and lieutenant governor nominated by of the same political party.
(3) Beginning January 1, 2027, the lieutenant governor shall be selected by the gubernatorial nominee of the political party in a manner prescribed by law.
(4) Beginning January 1, 2027, and except as otherwise provided by law, the secretary of state and attorney general shall be nominated at primary elections in a manner prescribed by law.
(5) Vacancies in the office of the secretary of state and attorney general shall must be filled by appointment by the governor.
Resolved further, That the foregoing amendment shall be submitted to the people of the state at the next general election in the manner provided by law.
