Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is $250,000,000.00 and total state spending from state sources to be paid to local units of government is $0.00.

Sec. 202. The appropriations made and expenditures authorized under this part and part 1 and the departments, commissions, boards, offices, and programs for which appropriations are made under this part and part 1 are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

Sec. 203. If the state administrative board, acting under section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount appropriated under this act, the legislature may, by a concurrent resolution adopted by a majority of the members elected to and serving in each house, intertransfer funds within this act for the particular department, board, commission, office, or institution.

Sec. 205. (1) Any coronavirus relief funds for which expenditures have not been incurred as of December 30, 2020 and any interest earned from coronavirus relief funds are unappropriated and immediately reappropriated for deposit into the unemployment compensation fund established under section 26 of the Michigan

employment security act, 1936 (Ex Sess) PA 1, MCL 421.26, to support costs incurred from March 1, 2020 through December 30, 2020 due to the COVID-19 public health emergency.

(2) Beginning January 15, 2021, the state budget director shall report to the senate and house appropriations committees and senate and house fiscal agencies on a biweekly basis regarding the amounts of money deposited into the unemployment compensation fund established under section 26 of the Michigan employment security act, 1936 (Ex Sess) PA 1, MCL 421.26, under the authority established in subsection (1).

 

DEPARTMENT OF LABOR AND ECONOMIC OPPORTUNITY

Sec. 301. From the funds appropriated in part 1 for Michigan unemployment compensation funds, $250,000,000.00 shall be deposited into the unemployment compensation fund established under section 26 of the Michigan employment security act, 1936 (Ex Sess) PA 1, MCL 421.26, for the sole purpose of funding an extension in unemployment benefits from 20 to 26 weeks between January 1, 2021 and March 31, 2021.
