Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is $35,000,000.00 and total state spending from state sources to be paid to local units of government is $0.00.
Sec. 202. The appropriations made and expenditures authorized under this part and part 1 and the departments, commissions, boards, offices, and programs for which appropriations are made under this part and part 1, are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.
DEPARTMENT OF LABOR AND ECONOMIC OPPORTUNITY
Sec. 301. (1) Funds appropriated in part 1 for statewide broadband – mapping initiative must be used by the department to contract with relevant partners to develop statewide maps that illustrate broadband availability, capability, and speeds throughout this state. The department shall develop a database and a process that accurately tracks address-level broadband

availability, capability, and speeds. Maps must include real world speed test data from individual citizens using an open source testing platform.
(2) The department shall provide a method for internet service providers to participate and share data on broadband availability, capability, and speeds in support of this project. The department shall allow for internet service providers and the data collected from internet service providers to remain anonymous in an effort to increase participation.
Sec. 302. Funds appropriated in part 1 for statewide broadband – mapping initiative may be used by the department, but are not limited to use for all of the following:
(a) Costs associated with a planning and coordination phase to review existing broadband mapping efforts and best practices for other states.
(b) Costs associated with integrating existing mapping or data collection efforts.
(c) Contracting with vendors, nonprofits, educational institutions, local units of government, or internet service providers.
(d) Costs associated with providing grants for broadband speed tests.
(e) Costs associated with partnering with software companies that maintain existing address-level broadband information or crowd sourcing platforms.
Sec. 303. From the funds appropriated in part 1 for statewide broadband – mapping initiative, the department shall submit a report within 90 days of this bill being enacted into law that updates the public on the department's proposed mapping plan. The

department shall provide a public comment period for at least 30 days after submitting the report before moving forward with implementation of the mapping plan. The report must be posted on the department's website and must be made easily accessible by the public. Public comment shall be received in all formats, including an online forum.
Sec. 304. Funds appropriated in part 1 for statewide broadband – planning grant initiative shall be used by the department to implement a grant program. Grant awards shall be used for local planning, capacity building, community surveys, and demand aggregation.
