A bill to amend 1984 PA 431, entitled
"The management and budget act,"
(MCL 18.1101 to 18.1594) by adding section 399.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 399. (1) An appropriation shall not be made in a fiscal
year to a professional sports team or franchise whose home stadium
is located in this state if, during the preceding fiscal year, the
televised broadcast of a sporting event played by the team or
franchise at the home stadium was blacked out.
(2) This section does not apply if 1 or more of the following
circumstances exist:
(a) The money was appropriated in a bill enacted into law
before the effective date of the amendatory act that added this
section.
(b) The money is from a tax imposed to support a sports team
or franchise or a sports stadium or other structure and the tax was
imposed before the effective date of the amendatory act that added
this section.
(c) The application of this section would breach a contract
entered into before the effective date of the amendatory act that
added this section.
