HOUSE BILL No. 5873

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1308a.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1308a. (1) Not later than November 1, 2019, a school

 

district, intermediate school district, or public school academy

 

shall develop and implement, in conjunction with a local law

 

enforcement agency, an emergency response plan for each school

 

building operated by the school district, intermediate school

 

district, or public school academy. The emergency response plan

 

must include guidelines and procedures for prevention and

 

mitigation, preparedness, response, and recovery for at least all

 

of the following types of emergency situations:

 


     (a) A natural disaster.

 

     (b) A power outage.

 

     (c) A water system failure.

 

     (d) Exposure to a biological, chemical, or nuclear agent.

 

     (e) A transportation accident.

 

     (f) A medical emergency.

 

     (g) Food contamination.

 

     (h) An epidemic or pandemic.

 

     (i) Mass injury.

 

     (j) A bomb threat.

 

     (k) A suicide threat or attempt.

 

     (l) A physical altercation.

 

     (m) A weapon on school grounds.

 

     (n) A drug overdose.

 

     (o) Death or homicide.

 

     (p) An intruder.

 

     (q) A lost or missing individual.

 

     (r) Sexual assault.

 

     (s) An active shooter.

 

     (2) As used in this section, "school building" means any of

 

the following:

 

     (a) A building intended to be used to provide instruction for

 

pupils, including an addition to an existing building.

 

     (b) A recreational or athletic structure or field intended to

 

be used by pupils.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
