HOUSE BILL NO. 5813

A bill to amend 1947 PA 336, entitled

"An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations,"

(MCL 423.201 to 423.217) by adding section 8.

the people of the state of michigan enact:

Sec. 8. (1) Not later than 60 days after the effective date of the amendatory act that added this section, the department of labor and economic opportunity shall do both of the following:

(a) Create a pamphlet, in digital and print forms, that describes a public employee's rights under this act.

(b) Make the pamphlet created under subdivision (a) available to all public employers.

(2) A public employer shall do all of the following:

(a) Beginning on the date the pamphlet is made available to the public employer under subsection (1)(b), provide the pamphlet to each new public employee that the public employer hires at the time the public employee is hired.

(b) Not later than 60 days after the date the pamphlet is made available to the public employer under subsection (1)(b), provide the pamphlet to each of the public employer's public employees who are not a new public employee as described in subdivision (a).

(c) Obtain a signed statement from each public employee described in subdivision (a) or (b) that indicates the public employee received the pamphlet.
