A bill to amend 1939 PA 280, entitled
"The social welfare act,"
(MCL 400.1 to 400.119b) by adding section 110a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 110a. (1) The department shall authorize contracted
health plans to enter into agreements with clinics to provide
medical assistance recipients with an alternative to emergency
department visits for medically necessary and reasonable
nonemergency health care.
(2) The department shall create a pilot program to implement
the provisions of this section.
(3) The program created under this section should include
vouchers for the medical assistance recipient to provide to the
clinic upon seeking nonemergency health care treatment.
(4) As used in this section:
(a) "Clinic" includes, but is not limited to, a walk-in
clinic, a clinic located in a retail store, an urgent care clinic,
and a pediatric urgent care clinic.
(b) "Medical emergency" means a condition for which a delay in
treatment may result in the medical assistance recipient's death or
permanent impairment of the medical assistance recipient's health.
(c) "Nonemergency health care" means care for a condition that
is not a medical emergency and not a psychiatric emergency.
(d) "Psychiatric emergency" means a condition that must be
immediately treated to prevent serious injury to the medical
assistance recipient or to another individual.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
