HOUSE BILL NO. 5158

 

 

 

 

 

 

 

 

 

 

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

by amending section 1526 (MCL 380.1526), as amended by 1995 PA 289.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1526. (1) For the first 3 years of his or her a teacher's

 

employment in classroom teaching, a teacher shall be the board of

 

the school district or intermediate school district, the board of

 

directors of the public school academy, or the achievement

 

authority in which he or she is teaching shall ensure that the

 

teacher is assigned by the school in which he or she teaches to 1

 

or more master teachers, or college professors or retired master

 

teachers, who shall act as a mentor or mentors to the teacher.

 

mentor teachers who have been rated as at least "effective" on at

 

least 3 of his or her most recent 5 annual evaluations under

section 1249 and who meet requirements established by the

 

superintendent of public instruction. During the 3-year period, the

 

teacher shall also receive school district, intermediate school

 

district, public school academy, or achievement authority also

 

shall provide the teacher with intensive professional development

 

induction into teaching, based on a guidelines developed by the

 

department that are based on state board approved standards for

 

professional learning, and with an individual professional

 

development plan for that teacher that is consistent with the

 

requirements of section 3a of article II of Act No. 4 of the Public

 

Acts of the Extra Session of 1937, being section 38.83a of the

 

Michigan Compiled Laws, 1937 (Ex Sess) PA 4, MCL 38.83a, including

 

classroom management and instructional delivery. During the 3-year

 

period, the intensive professional development induction into

 

teaching shall consist of at least 15 days 90 hours of professional

 

development , the experiencing of effective practices in

 

university-linked professional development schools, and regional

 

seminars conducted by master teachers and other mentors.that is

 

delivered over at least 15 days, with increments of not less than

 

[45] minutes on each of those days, based on guidelines developed by

 

the department.

 

     (2) For an individual serving as a superintendent, principal,

 

assistant principal, or other individual whose primary

 

responsibility is administering instructional programs, for the

 

first 3 years of his or her employment in that role, the board of

 

the school district or intermediate school district, the board of

 

directors of the public school academy, or the achievement


authority in which he or she is serving shall ensure that the

 

individual is assigned to a mentor.

 

     (3) Professional development provided under subsection (1) is

 

required in addition to professional development required under

 

section 1527 and shall not be counted toward the professional

 

development required under section 1527.

 

     (4) As used in this section, "achievement authority" means

 

that term as defined in section 3 of the state school aid act of

 

1979, MCL 388.1603.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.

 

     Enacting section 2. This amendatory act does not take effect

 

unless all of the following bills of the 98th Legislature are

 

enacted into law:

 

     (a) House Bill No. 5156.

 

     (b) House Bill No. 5157.

 

     (c) House Bill No. 5159.
