HOUSE BILL NO. 4335

March 23, 2023, Introduced by Reps. Coffia, Tsernoglou, Hill, Rheingans, Conlin, Price, Brixie, Wegela, Wilson, Roth, Brenda Carter, Morse, Brabec, Miller, Morgan and Outman and referred to the Committee on Appropriations.

A bill to amend 1979 PA 94, entitled

"The state school aid act of 1979,"

(MCL 388.1601 to 388.1896) by adding section 22e.

the people of the state of michigan enact:

Sec. 22e. (1) In addition to the appropriations in section 11, there is appropriated from the state school aid fund an amount not to exceed $50,000,000.00 for 2022-2023 to reimburse eligible districts for transportation costs.

(2) A district with fewer than 20.0 pupils per square mile, as determined by the department, is an eligible district under this section.

(3) The department shall provide payments to eligible districts under this section as follows:

(a) An amount equal to $250.00 per pupil to eligible districts with fewer than 10.0 pupils per square mile, as determined by the department.

(b) An amount equal to $200.00 per pupil to eligible districts with at least 10.0 but fewer than 15.0 pupils per square mile, as determined by the department.

(c) An amount equal to $150.00 per pupil to eligible districts with at least 15.0 but fewer than 20.0 pupils per square mile, as determined by the department.

(d) An amount equal to $100.00 per pupil to eligible districts with at least 20.0 but fewer than 25.0 pupils per square mile.

(e) An amount equal to $54.00 per pupil for districts greater than 250 square miles and that have not received funding under section 22d.

(4) The funds under this section must be allocated on an equal per-pupil basis.

(5) If the total funding allocated under this section is not sufficient to fully fund payments as calculated under this section, the department shall prorate payments to eligible districts on an equal percentage basis.

(6) Notwithstanding section 17b, the department shall make payments to eligible districts under this section on a schedule determined by the department.
