| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of William Paul "Bill" Manning of Champaign, | ||||||
| 4 | who passed away on August 4, 2016; and
| ||||||
| 5 | WHEREAS, William Manning was born on April 15, 1940 in | ||||||
| 6 | Homer; his parents were Wilbur T. and Nora B. Manning; after | ||||||
| 7 | his mother passed away, he was then adopted by Mary L. Manning | ||||||
| 8 | and his father; he married Janet S. Sanders on October 17, | ||||||
| 9 | 1959; and
| ||||||
| 10 | WHEREAS, William Manning graduated from St. Joseph High | ||||||
| 11 | School on May 27, 1958 and continued his education at Champaign | ||||||
| 12 | Commercial College; he also attended Parkland College to | ||||||
| 13 | strengthen his knowledge in accounting; and
| ||||||
| 14 | WHEREAS, William Manning worked at the Clifford-Jacobs | ||||||
| 15 | Forging Company, the Bacon and Van Buskirk Glass Company, and | ||||||
| 16 | the University of Illinois Student Financial Aid Office for 47 | ||||||
| 17 | years; and
| ||||||
| 18 | WHEREAS, William Manning served on the board of directors | ||||||
| 19 | of the Champaign County Association for the Mentally Challenged | ||||||
| 20 | as treasurer and was instrumental in opening the first group | ||||||
| 21 | home in Champaign for people with disabilities; he was on the | ||||||

| 1 | Champaign County Regional Planning Commission and the | ||||||
| 2 | Community Action Board; he was also a member of the Carle | ||||||
| 3 | Hospital Auxiliary and the University Club; and
| ||||||
| 4 | WHEREAS, William Manning traveled to Honduras and Africa on | ||||||
| 5 | many mission trips; one of his mission trips included serving | ||||||
| 6 | 19 days in the Democratic Republic of the Congo helping to | ||||||
| 7 | construct a water retention system; in Honduras, he served at | ||||||
| 8 | an orphanage and helped to build furniture for the children; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, William Manning was a member of First Baptist | ||||||
| 11 | Church of Champaign at Savoy; he served as youth counselor, | ||||||
| 12 | deacon, elder, and treasurer, and taught youth, adult and | ||||||
| 13 | special education Sunday school; he also served the children at | ||||||
| 14 | First Baptist Church in the Awana program and vacation Bible | ||||||
| 15 | school; and
| ||||||
| 16 | WHEREAS, William Manning enjoyed traveling, dancing, | ||||||
| 17 | bowling, and playing bridge; and
| ||||||
| 18 | WHEREAS, William Manning was preceded in death by his son, | ||||||
| 19 | Jeff; his brother, James A. Manning; his sister, Doris (Don) | ||||||
| 20 | Wolf; and his parents; and
| ||||||
| 21 | WHEREAS, William Manning is survived by his wife, Janet; | ||||||

| 1 | his sister, Lois E. (Chuck) Sadler; his nieces and nephews, | ||||||
| 2 | Steve and Donna Sadler, Linda and Jim Riggs, and Matt and | ||||||
| 3 | Claire Mullis; his great-nieces and great-nephews, Spencer and | ||||||
| 4 | Sam Sadler, Susan, Kristen, Jeremy Wise, and Deana Sadler, and | ||||||
| 5 | Olivia and Hannah Mullis; his sister-in-law, Carol (Dan) | ||||||
| 6 | Mullis; and his unofficial adopted family, Jared and Julianne | ||||||
| 7 | Webber and their children, Christoff, Megan, Kade, Mia, and | ||||||
| 8 | Caleb; therefore, be it
| ||||||
| 9 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 10 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
| 11 | family and friends, mourn the passing of William Paul "Bill" | ||||||
| 12 | Manning; and be it further
| ||||||
| 13 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 14 | presented to the family of William Manning as an expression of | ||||||
| 15 | our sympathy.
