SENATE RESOLUTION
WHEREAS, The members of the Illinois Senate are saddened to
learn of the death of William Paul "Bill" Manning of Champaign,
who passed away on August 4, 2016; and
WHEREAS, William Manning was born on April 15, 1940 in
Homer; his parents were Wilbur T. and Nora B. Manning; after
his mother passed away, he was then adopted by Mary L. Manning
and his father; he married Janet S. Sanders on October 17,
1959; and
WHEREAS, William Manning graduated from St. Joseph High
School on May 27, 1958 and continued his education at Champaign
Commercial College; he also attended Parkland College to
strengthen his knowledge in accounting; and
WHEREAS, William Manning worked at the Clifford-Jacobs
Forging Company, the Bacon and Van Buskirk Glass Company, and
the University of Illinois Student Financial Aid Office for 47
years; and
WHEREAS, William Manning served on the board of directors
of the Champaign County Association for the Mentally Challenged
as treasurer and was instrumental in opening the first group
home in Champaign for people with disabilities; he was on the

Champaign County Regional Planning Commission and the
Community Action Board; he was also a member of the Carle
Hospital Auxiliary and the University Club; and
WHEREAS, William Manning traveled to Honduras and Africa on
many mission trips; one of his mission trips included serving
19 days in the Democratic Republic of the Congo helping to
construct a water retention system; in Honduras, he served at
an orphanage and helped to build furniture for the children;
and
WHEREAS, William Manning was a member of First Baptist
Church of Champaign at Savoy; he served as youth counselor,
deacon, elder, and treasurer, and taught youth, adult and
special education Sunday school; he also served the children at
First Baptist Church in the Awana program and vacation Bible
school; and
WHEREAS, William Manning enjoyed traveling, dancing,
bowling, and playing bridge; and
WHEREAS, William Manning was preceded in death by his son,
Jeff; his brother, James A. Manning; his sister, Doris (Don)
Wolf; and his parents; and
WHEREAS, William Manning is survived by his wife, Janet;

his sister, Lois E. (Chuck) Sadler; his nieces and nephews,
Steve and Donna Sadler, Linda and Jim Riggs, and Matt and
Claire Mullis; his great-nieces and great-nephews, Spencer and
Sam Sadler, Susan, Kristen, Jeremy Wise, and Deana Sadler, and
Olivia and Hannah Mullis; his sister-in-law, Carol (Dan)
Mullis; and his unofficial adopted family, Jared and Julianne
Webber and their children, Christoff, Megan, Kade, Mia, and
Caleb; therefore, be it
RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
family and friends, mourn the passing of William Paul "Bill"
Manning; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to the family of William Manning as an expression of
our sympathy.
