SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Kim Splain of Jacksonville, who passed
4away on May 21, 2016; and
5 WHEREAS, Kim Splain was born on November 25, 1952 in
6Jacksonville; his parents were Freddie and Norma Jean Bartlett
7Splain; and
8 WHEREAS, Kim Splain served as a paratrooper in the United
9States Army during the Vietnam War and was proud to have walked
10to Washington, D.C., in 1981 to raise funds for the Vietnam
11Veterans Memorial; and
12 WHEREAS, Kim Splain was a salesman at Front Row in
13Jacksonville for many years; and
14 WHEREAS, Kim Splain was a 37-year member of American Legion
15Post 279 in Jacksonville and served as Commander for 14 years;
16he was also a member of Sons of the American Legion; and
17 WHEREAS, Kim Splain loved adventure, whether it was jumping
18out of an airplane or zip-lining with his buddy Joe; he loved
19to travel, especially to Hawaii and Bermuda with his companion;
20he also enjoyed watching "The Rifleman", NASCAR, and "The

1Walking Dead"; and
2 WHEREAS, Kim Splain was preceded in death by his mother;
3and
4 WHEREAS, Kim Splain is survived by his companion, Debbie
5Doerr; his daughter, Brandi Splain; his grandchildren, Trey and
6Ashton; his father; his sister, Rae Lynn Dawson; his brother,
7Stuart Splain; and his dog, Sugar; therefore, be it
8 RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his
10family and friends, mourn the passing of Kim Splain; and be it
11further
12 RESOLVED, That a suitable copy of this resolution be
13presented to the family of Kim Splain as an expression of our
14sympathy.
