1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Joseph F. Philipps, who passed away on | ||||||
4 | June 28, 2014; and
| ||||||
5 | WHEREAS, Joseph Philipps was born in Mineral Point, | ||||||
6 | Wisconsin and grew up in St. Paul, Minnesota; and
| ||||||
7 | WHEREAS, At the age of 16, Joseph Philipps traveled with | ||||||
8 | his brother to Chicago to work for a few months at the Century | ||||||
9 | of Progress World's Fair from 1933 to 1934; in 1937, he | ||||||
10 | returned to Chicago and became an apprentice with Plumbers and | ||||||
11 | Pipefitters Union Local 597, a membership he would maintain for | ||||||
12 | 75 years; and
| ||||||
13 | WHEREAS, Prior to World War II, Joseph Philipps' | ||||||
14 | apprenticeship was interrupted when he enlisted in the United | ||||||
15 | States Army, serving his country in the Aleutian Islands; he | ||||||
16 | was selected for officer candidate school and promoted to the | ||||||
17 | rank of 2nd Lieutenant; he ultimately rose to the rank of | ||||||
18 | major, serving as a battery commander in the Coast Artillery | ||||||
19 | Corps; and
| ||||||
20 | WHEREAS, After the war, Joseph Philipps returned to | ||||||
21 | Chicago, where he completed his apprenticeship with Local 597 |

1 | and worked for a piping company on a project laying pipes for | ||||||
2 | Standard Oil of Indiana; when the national chapter of the | ||||||
3 | Plumbers and Pipefitters Union wanted to create an instructor | ||||||
4 | training program in the early 1950s, he was chosen to serve as | ||||||
5 | apprentice and training coordinator and coordinator of the | ||||||
6 | apprentice contest held at Purdue University in Indiana; he was | ||||||
7 | later assigned to the union's International Training Fund; as | ||||||
8 | administrator of the United Association-National Contractors | ||||||
9 | Association Training Trust Fund, he managed millions of dollars | ||||||
10 | used for training programs; he also served as a field | ||||||
11 | representative for the Training Trust Fund, responsible for a | ||||||
12 | 9-state region in the Midwest; he retired from the trust fund | ||||||
13 | in 1985; and
| ||||||
14 | WHEREAS, Joseph Philipps was the recipient of the Francis | ||||||
15 | X. McCartin Leadership Award for his years of service to the | ||||||
16 | United Association of Journeymen and Apprentices of the | ||||||
17 | Plumbing and Pipe Fitting Industry of the United States and | ||||||
18 | Canada in 1986; in 2005, he was honored with the Martin P. | ||||||
19 | Durkin Lifetime Achievement Award for distinguished | ||||||
20 | professionalism and dedication to training in the pipe trades | ||||||
21 | industry and for promoting standards of excellence in | ||||||
22 | craftsmanship; and

23 | WHEREAS, Joseph Philipps is survived by 3 children, Barbara | ||||||
24 | Hartigan, Joe, and Dorothy; 4 grandchildren; and 5 |

1 | great-grandchildren; therefore, be it
| ||||||
2 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
3 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
4 | family and friends, mourn the passing of Joseph F. Philipps; | ||||||
5 | and be it further
| ||||||
6 | RESOLVED, That a suitable copy of this resolution be | ||||||
7 | presented to the family of Joseph Philipps as an expression of | ||||||
8 | our sympathy.
