2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of William "Bill" Best Bounds, Jr., who | ||||||
4 | passed away on November 11, 2014; and
| ||||||
5 | WHEREAS, William Bounds, Jr. was born on August 3, 1924 in | ||||||
6 | Blanchard, Oklahoma; his parents were William and Beulah (nee | ||||||
7 | Irwin) Bounds, Sr.; he married Julia E. Carr on June 20, 1958 | ||||||
8 | in St. Paul, Minnesota; and
| ||||||
9 | WHEREAS, William Bounds, Jr. proudly served his country as | ||||||
10 | a member of the United States Navy; and
| ||||||
11 | WHEREAS, William Bounds, Jr. began his career as a truck | ||||||
12 | driver for the Denver-Chicago Trucking Company and Halls | ||||||
13 | Freight Lines; he later went to work for James R. Hoffa in the | ||||||
14 | 1960s as a union organizer; he subsequently continued his | ||||||
15 | career with the Teamsters Local 26 in Danville as a business | ||||||
16 | agent and was later elected president of Teamsters Local 26, | ||||||
17 | where he served for 30 years; he also served as president of | ||||||
18 | the Teamsters Joint Council 65 in Springfield for approximately | ||||||
19 | 18 years, where he oversaw parts of 4 states and 30,000 | ||||||
20 | members; and

21 | WHEREAS, William Bounds, Jr. served on many boards in |

1 | Vermilion County, including the CRIS Healthy Aging Center, the | ||||||
2 | Vermilion Regional Airport Authority, the Danville Area Labor | ||||||
3 | Management Council, and the Vermilion County Animal Shelter; he | ||||||
4 | was a past member of the Knights of Columbus and the Loyal | ||||||
5 | Order of Moose and a member of St. Paul Catholic Church; and
| ||||||
6 | WHEREAS, William Bounds, Jr. had a love for all animals, | ||||||
7 | especially his dog Missy; he also loved sports and country | ||||||
8 | music, especially George Jones, and enjoyed singing and | ||||||
9 | recording several songs; and
| ||||||
10 | WHEREAS, William Bounds, Jr. was preceded in death by his | ||||||
11 | parents; his wife, Julia; a brother, Stanley Bounds; and 2 | ||||||
12 | sisters, Shirley Patterson and Jackie York; and
| ||||||
13 | WHEREAS, William Bounds, Jr. is survived by 2 sons, Stephen | ||||||
14 | Bounds and Mark (Susan) Bounds; a daughter, Angela (Mark) | ||||||
15 | Hodgson; many grandchildren, great-grandchildren, nieces, and | ||||||
16 | nephews; a brother-in-law, Pat (Martha) Carr; a sister-in-law | ||||||
17 | and best friend, Carmen "Sue" Carr; and his many friends; | ||||||
18 | therefore, be it

19 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
21 | family and friends, mourn the passing of William "Bill" Best | ||||||
22 | Bounds, Jr.; and be it further
