| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Salvatore "Sal" Pisano of Peoria, who | ||||||
| 4 | passed away on February 20, 2016; and
| ||||||
| 5 | WHEREAS, Salvatore Pisano was born in Brooklyn, New York to | ||||||
| 6 | Thomas and Millie (Ionadi) Pisano on May 15, 1931; he moved to | ||||||
| 7 | Peoria with his family at the age of six and attended Peoria | ||||||
| 8 | parochial grade and high schools; he enlisted in the United | ||||||
| 9 | States Army in 1950, serving for three years during the Korean | ||||||
| 10 | War; he was honorably discharged as a Sergeant First Class; he | ||||||
| 11 | married Bernardine Marme in Peoria on September 3, 1955; and
| ||||||
| 12 | WHEREAS, Salvatore Pisano joined the Peoria Police | ||||||
| 13 | Department in February of 1954 and served for 32 years; he | ||||||
| 14 | began his career as a patrolman, achieving the ranks of | ||||||
| 15 | Sergeant, Lieutenant, and Captain, and was the first Deputy | ||||||
| 16 | Chief of Police; he was appointed Chief of Police in 1980; he | ||||||
| 17 | attended the U.S. Secret Service Dignitary Protection School in | ||||||
| 18 | Washington, D.C. and many other training seminars and special | ||||||
| 19 | courses; he was a graduate of the F.B.I. National Academy, the | ||||||
| 20 | Northwestern Traffic Institute, and the Senior Management | ||||||
| 21 | Institute for Police; and
| ||||||
| 22 | WHEREAS, Salvatore Pisano served in the Peoria Police | ||||||
| |||||||
| |||||||
| 1 | Benevolent Association, holding many offices, including | ||||||
| 2 | President for seven years; he also served as State Officer in | ||||||
| 3 | the Policemen's Benevolent and Protective Association of | ||||||
| 4 | Illinois and was director of youth camps for many years, | ||||||
| 5 | sending needy boys and girls to summer camp; he held other | ||||||
| 6 | offices, including being elected to four terms as President; | ||||||
| 7 | during his service with the association, he was also | ||||||
| 8 | Legislative Chairman and assisted in drafting and passing "The | ||||||
| 9 | Illinois Law Enforcement Training Act", which called for | ||||||
| 10 | mandatory training for all law enforcement officers and was | ||||||
| 11 | signed into law by Governor Otto Kerner; he was later appointed | ||||||
| 12 | to the board, where he was the first police officer from Peoria | ||||||
| 13 | and the Tri-County area to serve as Chairman; he was very | ||||||
| 14 | instrumental in establishing the I.C.C. and the Peoria County | ||||||
| 15 | Jail as regional training facilities; and
| ||||||
| 16 | WHEREAS, During his career in law enforcement, Salvatore | ||||||
| 17 | Pisano received many honors and awards; in 1958, he was named | ||||||
| 18 | Policeman of the Year and also received the American Legion | ||||||
| 19 | Award for outstanding service; he received a commendation from | ||||||
| 20 | former Peoria Mayors Richard Neumiller and Richard Carver, and | ||||||
| 21 | the Peoria City Council for bravery; the Director of the FBI, | ||||||
| 22 | John Edgar Hoover, honored him for his assistance and bravery | ||||||
| 23 | in apprehending a suspect during a Peoria area bank robbery; | ||||||
| 24 | during his tenure as Chief of the Peoria Police Department, he | ||||||
| 25 | and the department were honored by John R. Simpson, Director of | ||||||
| |||||||
| |||||||
| 1 | the U.S. Secret Service - the first in history of the Peoria | ||||||
| 2 | Police Department; he was also honored by the Chicago | ||||||
| 3 | Policemen's Annuity and Benefit Fund for his role in | ||||||
| 4 | establishing legislation to support families of officers | ||||||
| 5 | killed in the line of duty; he was honored by Superintendent | ||||||
| 6 | Fred Rice of the Chicago Police Department, other police | ||||||
| 7 | departments in the State, and by three governors, including | ||||||
| 8 | Governor James R. Thompson, Governor Richard J. Oglesby, and | ||||||
| 9 | Governor Dan Walker, for distinguished service to the people of | ||||||
| 10 | the State; he was honored by the Peoria County Chiefs of Police | ||||||
| 11 | Association, the Peoria Police Department, and the Illinois Law | ||||||
| 12 | Enforcement Training Board; upon his retirement, Governor | ||||||
| 13 | James Thompson appointed him to the Illinois Parole and Pardon | ||||||
| 14 | Board, where he became the first police officer from the | ||||||
| 15 | Tri-County Area to be appointed and serve as a member of that | ||||||
| 16 | board; and
| ||||||
| 17 | WHEREAS, Salvatore Pisano was a member of the Knights of | ||||||
| 18 | Columbus, Spalding Council 427, Third Degree and Fourth Degree | ||||||
| 19 | Spalding Assembly 206; he was also a member of Alhambra, St. | ||||||
| 20 | Vincent de Paul Catholic Church and its Men's Club, the | ||||||
| 21 | Policemen's Benevolent and Protective Association of Illinois, | ||||||
| 22 | and the Peoria Police Benevolent Association; and
| ||||||
| 23 | WHEREAS, Salvatore Pisano was an avid golfer for many years | ||||||
| 24 | whose personal approach to the game and competition with | ||||||
| |||||||
| |||||||
| 1 | teammates and adversaries often included eloquent verbal | ||||||
| 2 | expressions in victory and defeat; his unique use of the | ||||||
| 3 | English language will be the source of many 19th hole | ||||||
| 4 | conversations for many years to come; he was an employee and | ||||||
| 5 | fixture at the Peoria Park District Golf Learning Center, where | ||||||
| 6 | he "ran the place" and held court for nearly 20 years; and
| ||||||
| 7 | WHEREAS, Salvatore Pisano was preceded in death by his | ||||||
| 8 | wife, Bernardine; his parents; his brother, Joe Pisano; his | ||||||
| 9 | sister, Mary Sharp; and his daughter, Sallie Ann Pisano; and
| ||||||
| 10 | WHEREAS, Salvatore Pisano is survived by his two sons, Tony | ||||||
| 11 | (Ginny) and Dominic (Noelle Natale Pisano); his daughter, | ||||||
| 12 | Annette (Jon) Gisi; his three grandsons, Michael (Kahla Abney), | ||||||
| 13 | Mario (Jessica), and Nicholas Pisano; his granddaughter, | ||||||
| 14 | Nicole (Tom) Elder; his two step-grandchildren, Michael and | ||||||
| 15 | Anthony Natale; his great-grandchild, Vivian Kae Pisano; his | ||||||
| 16 | twin great-grandchildren expected this summer to Tom and Nicole | ||||||
| 17 | Elder; his brother, Nick; and many nieces and nephews; | ||||||
| 18 | therefore, be it

| 19 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
| 20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 21 | Salvatore "Sal" Pisano, and extend our sincere condolences to | ||||||
| 22 | his family, friends, and all who knew and loved him; and be it | ||||||
| 23 | further
