| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Richard William "Bill" Kinser Sr. of | ||||||
| 4 | Carlinville, who passed away on February 23, 2018; and
| ||||||
| 5 | WHEREAS, Bill Kinser was born at the home of his | ||||||
| 6 | grandparents in Greenfield to Guy and Helen (Rawe) Kinser on | ||||||
| 7 | January 6, 1930; he graduated from Greenfield High School in | ||||||
| 8 | 1948; he served in the United States Navy Reserve; he married | ||||||
| 9 | Betty B. Thiele in St. Louis, Missouri on December 1, 1951; | ||||||
| 10 | together, they raised four children; she passed away on October | ||||||
| 11 | 6, 1987; he later married Helen Murdock at the Carlinville | ||||||
| 12 | First Assembly of God Church on December 10, 1988; and
| ||||||
| 13 | WHEREAS, Bill Kinser was a millwright for Continental Can | ||||||
| 14 | Company in St. Louis, Missouri for 37 years; and
| ||||||
| 15 | WHEREAS, Bill Kinser was a member of the Carlinville First | ||||||
| 16 | Assembly of God Church, the Steel Workers Union, the Macoupin | ||||||
| 17 | County Farm Bureau, the Macoupin County Historical Society,and | ||||||
| 18 | the local ROMEOs; he was involved with Compassionate Friends | ||||||
| 19 | and the Marriage Encounter Group; he enjoyed gardening, | ||||||
| 20 | reading, traveling, and spending time with his family; he and | ||||||
| 21 | Helen enjoyed attending southern gospel concerts; and
| ||||||

| 1 | WHEREAS, Bill Kinser was preceded in death by his parents; | ||||||
| 2 | his first wife, Betty; his sons, Gary Lynn and Gregory Curtis; | ||||||
| 3 | and his brother, Russell Kinser; and
| ||||||
| 4 | WHEREAS, Bill Kinser is survived by his wife, Helen; his | ||||||
| 5 | son, Richard William (Denise) Kinser Jr.; his daughter, Debbie | ||||||
| 6 | Sue (Brian) Bangert; his daughter-in-law, Carol Ann Kinser; his | ||||||
| 7 | nine grandchildren; his 13 great-grandchildren; his two | ||||||
| 8 | step-great-grandchildren; his four great-great-grandchildren; | ||||||
| 9 | his step-great-great-granddaughter; his brother, Buy Kinser | ||||||
| 10 | Jr.; his sister, Jane (Bud) Dorethy; his sisters-in-law, Donna | ||||||
| 11 | Kinser and Rose Crites; and his many nieces and nephews; | ||||||

| 13 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
| 14 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 15 | Richard William "Bill" Kinser and extend our sincere | ||||||
| 16 | condolences to his family, friends and all who knew and loved | ||||||
| 17 | him; and be it further
| ||||||
| 18 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 19 | presented to the family of Bill Kinser as an expression of our | ||||||
| 20 | deepest sympathy.
