2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Charles L. "Charlie" Palmer of Savoy, who | ||||||
4 | passed away on January 13, 2016; and
| ||||||
5 | WHEREAS, Charles Palmer was born on May 18, 1931 in | ||||||
6 | Champaign; his parents were Walter and Gertrude June (nee | ||||||
7 | McKinley) Palmer; he was married to Barbara Palmer from 1957 to | ||||||
8 | 1974; he married Roberta "Bobbie" Palmer on June 9, 1975 in | ||||||
9 | Champaign; and
| ||||||
10 | WHEREAS, Charles Palmer was a 1957 graduate of the | ||||||
11 | University of Illinois College of Law and practiced in | ||||||
12 | Champaign County for 53 years; the majority of his career was | ||||||
13 | in private practice at Franklin, Flynn, and Palmer (now Flynn, | ||||||
14 | Palmer, Tague, and Jacobson); previously, he served as | ||||||
15 | Assistant State's Attorney and Assistant City Attorney for | ||||||
16 | Champaign, an interim public defender for Champaign County, and | ||||||
17 | as outside counsel for the University of Illinois; and
| ||||||
18 | WHEREAS, Charles Palmer was preceded in death by his wife, | ||||||
19 | Roberta; his parents; and his son, Paul Palmer; and
| ||||||
20 | WHEREAS, Charles Palmer is survived by his children, Mary | ||||||
21 | (Jeff) Kane, Mindy (Joseph) Calcagno, Matthew (Missy) Palmer, |

1 | and Mark (Emily) Palmer; and his grandchildren, Benjamin Kane, | ||||||
2 | Brittany Kane, David Kane, Daniel Kane, Elizabeth Palmer, | ||||||
3 | Angelina Calcagno, Elizabeth Calcagno, Christina Calcagno, | ||||||
4 | Luke Palmer, Logan Palmer, Landon Palmer, Vera Palmer, and | ||||||
5 | Elizabeth Palmer; therefore, be it

6 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his | ||||||
8 | family and friends, mourn the passing of Charles L. "Charlie" | ||||||
9 | Palmer; and be it further

10 | RESOLVED, That a suitable copy of this resolution be | ||||||
11 | presented to the family of Charles Palmer as an expression of | ||||||
12 | our sympathy.
