SENATE RESOLUTION
2 WHEREAS, America's coal miners have worked for decades to
3provide the means to energize our nation; and
4 WHEREAS, The United States Environmental Protection Agency
5has proposed a "Clean Power Plan" rule with the stated
6intention of reducing the amount of greenhouse gas emissions
7that contribute to climate change and global warming; and
8 WHEREAS, The "Clean Power Plan" rule will directly lead to
9the closure of Illinois coal burning power plants, resulting in
10an estimated loss of more than 52,000 jobs in the coal,
11utility, and railroad industries by 2020; and
12 WHEREAS, These job losses will have a ripple effect in all
13communities throughout the coalfields and beyond; therefore,
14be it
15 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United
17States Environmental Protection Agency to immediately schedule
18public hearings in the coalfield regions of the United States
19regarding the proposed "Clean Power Plan" rule; and be it

2Environmental Protection Agency to either withdraw the
3proposed rule or significantly revise it to eliminate the
4economic shocks that will occur to critical coalfield
5communities throughout the United States; and be it further
6 RESOLVED, That suitable copies of this resolution be
7delivered to the Administrator of the United States
8Environmental Protection Agency, the Director of the Illinois
9Environmental Protection Agency, the Chairman and
10Commissioners of the Illinois Commerce Commission, and the
11members of the Illinois congressional delegation.
