SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of former Illinois State Representative
4Michael K. Smith, who passed away on August 9, 2014; and
5 WHEREAS, Representative Michael Smith was born in Canton on
6May 23, 1966 to Dale and Betty Bertetto Smith; he graduated
7from Canton High School; In 1988, he graduated from Bradley
8University in Peoria with a Bachelor of Arts in Political
9Science; on February 9, 1991, he married Donna L. Shaw in
10Canton; and
11 WHEREAS, Representative Michael Smith worked as a
12legislative assistant for the Illinois House of
13Representatives from 1986 to 1992, where he was assigned to the
14staff of the Judiciary II Criminal Law Committee; from 1992 to
151995, he was a Citizens Advocate in the Peoria Regional Office
16of the Illinois Attorney General's Office; he was elected State
17Representative in 1995 and served 8 terms representing the 91st
18District, including parts of Fulton, Peoria, and Tazewell
19counties; he was appointed Chairman of the Elementary and
20Secondary Education Committee, the Appropriation Committee for
21Elementary and Secondary Education Committee, and the
22Agriculture and Conservation Committee; he served as a member
23of the Environment and Energy Committee, the Financial

1Institutions Committee, the Judiciary II Criminal Law
2Committee, and the Personnel and Pensions Committee; he served
3as the Chairman and Vice-Chairman of the Downstate Democratic
4Caucus and was the Founder and Co-Chairman of the Illinois
5Legislative Fire Services Caucus; and
6 WHEREAS, Representative Michael Smith served the Graham
7Hospital in Canton as a trustee emeritus and the 336 Highway
8Coalition as a founding member; he was past president of the
9Canton Area Chamber of Commerce, a former board member of the
10American Heart Association Illinois Affiliate, past president
11of the American Heart Association Fulton County Division, a
12former board member of the Fulton-Mason Crisis Service, and
13past Parish Council President at St. Mary's Catholic Church;
14and
15 WHEREAS, Representative Michael Smith received numerous
16awards and recognitions, including the Glen Walters Memorial
17Award, the Associated Fire Fighters of Illinois Legislator of
18the Year, the Illinois Association of Fire Protection Districts
19Friend of Agriculture, the Illinois Fertilizer and Chemical
20Association 1999 Legislative Award, the Illinois Association
21of Rural Electric Co-ops Representative of the Year, the
22Illinois ABATE Outstanding Legislator Award, the Illinois
23Education Association Legislative Service Award, the Illinois
24Hospital Association Friend of Agriculture, and the Illinois

1Farm Bureau Leo Sharp Award; and
2 WHEREAS, Representative Michael Smith was preceded in
3death by his father, Dale; and
4 WHEREAS, Representative Michael Smith is survived by his
5wife, Donna; his mother, Betty; his sisters, Sandra Schuman and
6Pat Fowler; his nieces and nephews, Greg Schuman, Amy Tiff,
7Angela (Tim) Burke, Natalie Fowler, Amanda Waddell, Nick
8(Erika) Shaw, Joel (Kerrie) Shaw, and Derek Shaw; and several
9great-nieces and nephews; therefore, be it
10 RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12former Illinois State Representative Michael K. Smith, and
13extend our sincere condolences to his family, friends, and all
14who knew and loved him; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16presented to the family of Representative Michael Smith as an
17expression of our deepest sympathy.
