| ||||||
2 | WHEREAS, United States Steel Corporation, which owns and | ||||||
3 | operates the Granite City Works steel facility in Granite City, | ||||||
4 | joins other steel-producing facilities throughout the State of | ||||||
5 | Illinois and the country in supporting the United States | ||||||
6 | Department of Commerce's thorough trade investigations into | ||||||
7 | South Korea's export of oil country tubular goods and | ||||||
8 | requesting full enforcement of United States trade laws | ||||||
9 | preventing steel dumping; and
| ||||||
10 | WHEREAS, Domestic steelmakers like the United States Steel | ||||||
11 | Corporation are losing substantial sales to foreign countries | ||||||
12 | like South Korea, which have "dumped" their oil country tubular | ||||||
13 | goods into the United States market; and
| ||||||
14 | WHEREAS, Hundreds of Illinois jobs are at stake, not only | ||||||
15 | at steel mills, but throughout the supply chain, if this | ||||||
16 | practice of "dumping" and circumventing United States trade law | ||||||
17 | is allowed to continue; and

18 | WHEREAS, Oil country tubular goods are the steel pipe | ||||||
19 | products used in the extraction of oil and natural gas and play | ||||||
20 | a critical role in our efforts to become energy independent; | ||||||
21 | and

1 | WHEREAS, Domestic producers employ thousands of dedicated | ||||||
2 | American workers, who use state-of-the-art technology to | ||||||
3 | ensure that these products meet the highest standards; and
| ||||||
4 | WHEREAS, These jobs are now in jeopardy due to the rapid | ||||||
5 | surge of oil country tubular goods imports at prices below fair | ||||||
6 | value and, in deceptive ways, evading international trade laws; | ||||||
7 | and

8 | WHEREAS, The United States Department of Commerce's | ||||||
9 | International Trade Administration is expected to present a | ||||||
10 | final decision regarding investigations into South Korean | ||||||
11 | trade practices and potential "dumping" of oil country tubular | ||||||
12 | goods steel materials by July of 2014; therefore, be it

13 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
14 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the President | ||||||
15 | of the United States to ensure that the United States | ||||||
16 | Department of Commerce fully and thoroughly investigate all | ||||||
17 | facts surrounding the South Korean companies' trade practices | ||||||
18 | regarding steel products and to take necessary action against | ||||||
19 | any illegal activity in this matter; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | delivered to President Barack Obama.
