2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Todd D. Hill, who passed away on February | ||||||
4 | 19, 2020; and
| ||||||
5 | WHEREAS, Todd Hill was born to Gene Evans Sr. and Kathryn | ||||||
6 | Hill in East St. Louis on October 16, 1967; he graduated from | ||||||
7 | East St. Louis High School in 1986 and then joined the Army | ||||||
8 | Reserve, where he served as a food service specialist; Todd | ||||||
9 | attended Southern Illinois University at Edwardsville, earning | ||||||
10 | a bachelor's degree in kinesiology; while working towards his | ||||||
11 | degree, he met his soulmate, Valeska "Vee" Hill; and
| ||||||
12 | WHEREAS, Todd Hill was initiated into the Phi Beta Sigma | ||||||
13 | Fraternity on December 2, 1988; he was the captain of S.S. Five | ||||||
14 | Below Zero and his line name was Trikki-T; Todd joined the | ||||||
15 | Epsilon Lambda Sigma Alumni Chapter in East St. Louis in 1993 | ||||||
16 | and served as chapter president (two terms), vice president, | ||||||
17 | Panhellenic Council rep, and membership intake chairman; he | ||||||
18 | also worked closely with the Sigma Beta Youth Club and served | ||||||
19 | as the director of operations for the Sigma Community | ||||||
20 | Leadership Social Impact Foundation; Todd was recently | ||||||
21 | selected as Assistant State Director of the Phi Beta Sigma | ||||||
22 | Fraternity for the State of Illinois; in December of 2019, he | ||||||
23 | proudly obtained his LIFE membership after serving 31 years in |

1 | the fraternity; and
| ||||||
2 | WHEREAS, Todd Hill was hired as a firefighter for the East | ||||||
3 | St. Louis Fire Department in March of 1990; he was promoted to | ||||||
4 | lieutenant in 1994 and captain in 1996; he retired on December | ||||||
5 | 31, 2016 at the rank of assistant fire chief after working a | ||||||
6 | total of 26 years, 9 months, and 18 days; he was most proud to | ||||||
7 | follow in the footsteps of his uncle, retired Chief Bruce Hill | ||||||
8 | Sr.; Todd also served as President of Local 23 for four years; | ||||||
9 | and
| ||||||
10 | WHEREAS, Todd Hill had been the director of the Southwest | ||||||
11 | Illinois Jets Basketball Club since 2004; he taught physical | ||||||
12 | education at Estelle Kampmeyer Elementary School in the | ||||||
13 | O'Fallon School District and worked as an athletic director in | ||||||
14 | Riverview Gardens; he also served as an assistant athletic | ||||||
15 | director and restorative justice specialist within the Cahokia | ||||||
16 | School District; and
| ||||||
17 | WHEREAS, Todd Hill started out coaching boys basketball but | ||||||
18 | switched to girls basketball when his daughter Jazmin began | ||||||
19 | playing; he coached girls basketball at the YMCA, with the AAU, | ||||||
20 | and at local high schools, with his 2009 AAU team ranking 16th | ||||||
21 | in the United States; and

22 | WHEREAS, Todd Hill was cool, charming, compassionate, |

1 | courageous, and a sharp dresser; he loved to work out, play | ||||||
2 | basketball, and purchase nice cars; Todd was an animal lover | ||||||
3 | and owned many pets over the years with his favorite being his | ||||||
4 | beloved dog, Cane Corso Sasha; he enjoyed watching the Florida | ||||||
5 | Gators, the Pittsburgh Steelers, and North Carolina college | ||||||
6 | basketball; he committed to his faith at an early age and was a | ||||||
7 | current member of New Life Community Church; and

8 | WHEREAS, Todd Hill is survived by his wife, Valeska Hill; | ||||||
9 | his parents, Gene (Ethel) and Kathryn Hill; his father-in-law, | ||||||
10 | Willie (Beverly) Douglas; his son, Dereon (Emily) Hill; his two | ||||||
11 | daughters, Jazmin (Darin) Pitts and Jayda Hill; his grandson, | ||||||
12 | Kamdyn Hill; his two-granddaughters, Korina Hill and Daiyah | ||||||
13 | Pitts; his two brothers, Anthony Hill and Gene Evans Jr.; his | ||||||
14 | one sister, Nicole (Fritz) Bush; his two sisters-in-law, | ||||||
15 | Delores Buchanan and Tracy Douglas; his two brothers-in-law, | ||||||
16 | Darrell (Patricia) Buchanan and Willie Douglas Jr.; his three | ||||||
17 | nieces, Alizaeon (Leon) Mallory, Wynter Douglas, and Penelope | ||||||
18 | A. Bush; his four nephews, Gordon Moore Jr., Jamaal Moore, | ||||||
19 | Jameel Moore, and Loren Fritz E. Bush; his two great-nephews, | ||||||
20 | Jalen Moore and Delvecchio Mallory; his two great-nieces, | ||||||
21 | Jaliyah Moore and N'Joi Lyfe Moore; his three very special | ||||||
22 | cousins, Bruce Hill III, Korree (Carlandria) Hill, and Kahalah | ||||||
23 | (William) Clay; and a host of aunts, uncles, cousins, other | ||||||
24 | relatives, friends, and members of the Phi Beta Sigma | ||||||
25 | Fraternity, Inc.; therefore, be it

2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

condolences to his family, | ||||||
4 | friends, and all who knew and loved
him; and be it further
