SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Burnell C. Russell of Volo, who passed
4away on May 19, 2022; and
5 WHEREAS, Burnell Russell was born in Volo on July 1, 1928;
6he graduated from Wauconda High School in 1945; and
7 WHEREAS, Burnell Russell was the former president of the
8Village of Volo from 1993 to 2015; he was an ardent hometown
9supporter and envisioned the changes that have helped boost
10the village's population from 180 in 1993 to the current
11number of more than 6,100 residents; and
12 WHEREAS, Burnell Russell was a past president and director
13of the Lake County Farm Bureau, past president and director of
14Lake-Cook Farm Supply/Conserv FS, past president and board
15member of the Wauconda School District, and board member of
16SEDOL; and
17 WHEREAS, Burnell Russell was a lifelong farmer at "R Farm"
18and always looked for new and innovative ways to promote
19agriculture and see it succeed and remain an important part of
20Lake County history; he was a member of Joyful Spirit
21Methodist Church in Ingleside and will be remembered as a man

1of many talents who always had a story or a good joke; and
2 WHEREAS, Burnell Russell was the beloved husband of the
3late Betty; the father of Linda Russell, Dee (Jim) Flood, Pat
4(the late Robert) Oaks, and Cindy Kellogg; grandfather of six;
5great-grandfather of 16; and uncle of many nieces and nephews;
6therefore, be it
7 RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Burnell C. Russell and extend our sincere condolences to his
10family, friends, and all who knew and loved him; and be it
11further
12 RESOLVED, That a suitable copy of this resolution be
13presented to the family of Burnell Russell as an expression of
14our deepest sympathy.
