| ||||||
| 2 | WHEREAS, President Donald Trump and Congressional | ||||||
| 3 | Republicans are proposing radical changes to America's tax | ||||||
| 4 | code; and
| ||||||
| 5 | WHEREAS, The changes President Trump and his Congressional | ||||||
| 6 | allies are discussing would significantly hurt working | ||||||
| 7 | families; and
| ||||||
| 8 | WHEREAS, President Trump and Congressional Republicans | ||||||
| 9 | have discussed removing the state and local tax deduction, also | ||||||
| 10 | known as SALT, as a way to pay for their proposed tax cuts; and
| ||||||
| 11 | WHEREAS, The state and local tax deduction allows families | ||||||
| 12 | that pay local property taxes, state and local sales taxes, and | ||||||
| 13 | state income tax to deduct those taxes from their federal | ||||||
| 14 | income tax; and
| ||||||
| 15 | WHEREAS, This deduction prevents families from being | ||||||
| 16 | double taxed, once by the federal government, and again by the | ||||||
| 17 | state; and
| ||||||
| 18 | WHEREAS, The state and local tax deduction has broad | ||||||
| 19 | bipartisan support and has been helping Illinoisans since 1913; | ||||||
| 20 | and
| ||||||

| 1 | WHEREAS, Illinois has the fifth highest number of taxpayers | ||||||
| 2 | who claim the state and local tax deduction in the nation; and
| ||||||
| 3 | WHEREAS, Nearly two million Illinois taxpayers claimed | ||||||
| 4 | more than $24 billion in SALT deductions in 2015, with each | ||||||
| 5 | claiming an average of $12,500 in deductions; and
| ||||||
| 6 | WHEREAS, Of Illinoisans who claim a SALT deduction, | ||||||
| 7 | approximately 85 percent earn less than $200,000 per year; | ||||||
| 8 | therefore, be it
| ||||||
| 9 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
| 10 | ASSEMBLY OF THE STATE OF ILLINOIS, that we strongly oppose any | ||||||
| 11 | and all efforts by the Trump Administration and Congress to | ||||||
| 12 | eliminate or gut the state and local tax deduction to help pay | ||||||
| 13 | for tax cuts; and be it further
| ||||||
| 14 | RESOLVED, That we call upon Governor Rauner to work with | ||||||
| 15 | the Illinois Congressional delegation to ensure that the state | ||||||
| 16 | and local tax deduction is not eliminated or gutted; and be it | ||||||
| 17 | further
| ||||||
| 18 | RESOLVED, That suitable copies of this resolution be | ||||||
| 19 | delivered to the Illinois Congressional delegation.
